لا يمكن لي أن أشكّك في القدرات الإدارية والرياضية للصديق طارق كيال، ولا في أمانته في أداء مهامه كرئيس للجنة الامتثال، وذلك لما أعرفه عنه شخصياً من فكر رصين وأخلاق عالية، وكم دار بيني وبينه من أحاديث تؤكد ذلك، فكلما كتبت مقالاً أو تغريدة، أو طرحت رأياً عبر برنامج تلفزيوني ذُكر فيه اسمه، أجده يتقبّل النقد بصدر رحب، وإن لاحظ أن ما طرحته بشأنه غير دقيق، أو كانت وجهة نظره قد فُهمت خطأ، لا يتردد في إجراء اتصال يوضح فيه ملابسات سوء الفهم، وبعفوية «ال كيال» المعهودة يتحدث بصدق وصراحة، وإن خانه التعبير في موقف ما، فلا يجد حرجاً في الاعتذار والاعتراف بذلك.

-إن ما دعاني لهذه المقدمة التحليلية لشخصية «أبو راكان» ليس دفاعاً عنه، بقدر ما لاحظته في أكثر من منبر إعلامي، وعبر منصة «إكس»، ظهور أصوات اتحادية استنكرت بشدة قبول رابطة المحترفين طرفاً محكِّماً في قضية طرفها الآخر نادي الأهلي، الذي لعب له الكيال وتولى فيه مناصب إدارية عديدة. وفي ذلك مخالفة لها وجاهتها القانونية، لِما قد يثيره من تساؤلات حول تضارب المصالح، وحقيقة -لو كنت مكان الصديق طارق- لقدّمت اعتذاري وأسندت المهمة إلى عضو آخر من اللجنة، تجنباً لأي شبهة أو ريبة قد تعيق أداء الواجب وتخلّ بميزان العدل المفترض بين جميع الأطراف.

-وبرأيي أن الخطأ لا يقع على الكيال بقدر ما يقع على رابطة المحترفين التي لم تُحسن اختيار أعضاء لجنة بهذه الحساسية، إذ كان من المفترض أن تضم اللجنة كفاءات متخصصة في الدراسات القانونية، وشهادات التدقيق، والخبرة المالية، وأن تكون بعيدة بشكل كامل عن أي ارتباط بالأندية، حتى لا يثار حولها الشبهات وتؤدي أعمالها باستقلالية لا تُحمل فيها ما حُمّل الكيال من ضغوط.

-لقد قرأت وسمعت وشاهدت آراء كثيرة حول «بنر العار»، إلا أن ما استوقفني هو غياب أي تساؤل حول موقف مدرج الأهلي القريب من موقع الحدث، وكيف التزم الصمت دون صدور أي ردة فعل غاضبة عند مشاهدة من رفعوا ذلك البنر المسيء. كان من المفترض أن يتخذوا موقفاً حازماً في اللحظة نفسها، وهو ما كان سيستدعي تدخّل مسؤولي الملعب أو رجال الأمن والقبض على الفاعلين، خاصة أن الحادثة وقعت قبل بداية المباراة أثناء ترديد رابطة الأهلي نشيد النادي. فهل يُعقل أن إدارة الملعب ورئيس رابطة جمهور الأهلي كانوا غافلين عن هذا الحدث؟ وهل نُصدّق أنهم مرّوا عليه مرور الكرام دون موقف مضاد، إلا إذا كان «الصمت علامة الرضا»، أو أن هناك من «بَيَّت النية» لصناعة مشهد يُتهم فيه جمهور الاتحاد؟

-عموماً، لم يكن الوسط الرياضي يعرف الكثير عن لجنة الامتثال قبل واقعة «بنر العار» صحيح أن اللجنة حديثة التأسيس، إلا أن هذا لا يعفيها من الظهور والتعامل مع حالة أو حالتين حدثت بعد نشأتها والتي تدخل ضمن نطاق اختصاصها. والسؤال: لماذا لم يخرج المتحدث الرسمي لرابطة المحترفين لتوضيح مهام اللجنة وأعضائها، وتعريف الجمهور الرياضي بها، بدلاً من هذا العمل «المستخبي» الذي لا يظهر إلا عند وقوع مخالفة كبيرة تثير ضجة إعلامية وجماهيرية؟

-أخيراً... سؤال يؤرقني: أين الشفافية؟ أين الحوكمة التي يُقال إنها ركيزة العمل الرياضي في اتحاد الكرة والرابطة واللجان والأندية؟ أم أن ما نسمعه لا يعدو أن يكون تحت طائلة «الاستهلاك الإعلامي»، كلام يدخل من أذن ويخرج من الأخرى... «كله كلام في كلام».

I cannot doubt the administrative and sporting abilities of my friend Tarek Kayal, nor his integrity in performing his duties as the head of the Compliance Committee, due to what I personally know about him from his sound thinking and high morals. We have had many conversations that confirm this; whenever I write an article or a tweet, or express an opinion on a television program where his name is mentioned, I find him accepting criticism with an open heart. If he notices that what I have said about him is inaccurate, or if his viewpoint has been misunderstood, he does not hesitate to make a call to clarify the circumstances of the misunderstanding. With the usual spontaneity of "Al Kayal," he speaks honestly and openly, and if he struggles to express himself in a certain situation, he has no shame in apologizing and admitting that.

-What prompted me to write this analytical introduction about "Abu Rakan" is not a defense of him, but rather what I have observed on more than one media platform, and through the "X" platform, where voices from the federation strongly condemned the acceptance of the Professional League as an arbitrating party in a case involving the other party, Al Ahli Club, for which Kayal played and held several administrative positions. This raises legal concerns, as it may provoke questions about conflicts of interest. In fact, if I were in my friend Tarek's position, I would have apologized and assigned the task to another member of the committee to avoid any suspicion or doubt that could hinder the performance of duties and disrupt the balance of justice expected among all parties.

-In my opinion, the mistake does not lie with Kayal as much as it lies with the Professional League, which did not choose members for such a sensitive committee wisely. The committee should have included specialized competencies in legal studies, auditing certifications, and financial expertise, and it should have been completely free from any ties to clubs, so that suspicions would not arise around it and it could perform its duties independently without the pressures that Kayal has faced.

-I have read, heard, and seen many opinions about the "Banner of Shame," but what caught my attention was the absence of any question regarding the position of Al Ahli's stand, which is close to the scene of the incident, and how it remained silent without any angry reaction upon seeing those who raised that offensive banner. They should have taken a firm stance at that very moment, which would have required the intervention of stadium officials or security personnel to apprehend the perpetrators, especially since the incident occurred before the start of the match while the Al Ahli supporters were chanting the club's anthem. Is it conceivable that the stadium management and the head of the Al Ahli supporters' association were unaware of this event? Can we believe that they passed by it without any opposing stance, unless "silence is a sign of approval," or that someone had "premeditated" to create a scene in which the Al Ittihad fans would be accused?

-In general, the sports community did not know much about the Compliance Committee before the "Banner of Shame" incident. It is true that the committee is newly established, but this does not exempt it from appearing and dealing with one or two cases that occurred after its formation and fall within its jurisdiction. The question is: Why has the official spokesperson for the Professional League not come forward to clarify the committee's tasks and its members, and to introduce it to the sports audience, instead of this "hidden" work that only appears when a major violation occurs that stirs media and public uproar?

-Finally... a question that troubles me: Where is the transparency? Where is the governance that is said to be the cornerstone of sports work in the Football Association, the league, the committees, and the clubs? Or is what we hear nothing more than "media consumption," words that enter one ear and exit the other... "It's all just talk?"
